David has over 30 years of program, project and construction management experience, spanning a wide range of industries that include major civil, commercial, environmental, industrial, institutional, process and energy works.
Prior to joining Kroll, David was the founder and chairman of Blackrock Expert Services, which was acquired by Kroll in 2020.
As a project manager, David specializes in using critical path method scheduling as the principal tool in managing complex construction projects and programs. As an expert, he has considered and reported upon issues such as project and construction management performance, as well as acceleration, concurrency, delay, disruption, float ownership, mitigation responsibility, resource usage and other planning issues. David has extensive testifying experience.
His experience is wide ranging and includes airports, stadiums, highways, bridges, tunnels, light and heavy rail transportation systems, hospitals, commercial buildings, power generating facilities, manufacturing and process plants, oil and gas facilities and shipbuilding.
David also acts as a dispute advisory board member, arbitrator and mediator. He has had a number of appointments as court- and tribunal-appointed expert.
